Today, I have a little more about these people. Mostly, they have vanished off the earth, and no longer exist as the Lower Chehalis Tribe. There is a local (as in Ocean Shores) connection. As it turns out, an archeological site existed on the North Beach. The location is shown in the image at the top of this post. While reports suggest the site was discovered by a farmer plowing in the 1920's, "official" records date back to 1947 when Richard Daugherty reported the site. There may have been dozens of native graves; probably of the Lower Chehalis Tribe. Certainly, the site dates back to about 1000AD, and at least 11 individuals were buried there. See <a href="https://digitalcommons.du.edu/cgi/viewcontent.cgi?article=1034&context=etd" target="_blank">here</a> and <a href="https://www.govinfo.gov/content/pkg/FR-2008-08-21/html/E8-19308.htm" target="_blank">here</a> for more details.<p></p><p>Sadly, there is no marker to note this site anywhere near Ocean Shores, and, since the Lower Chehalis Tribe no longer exists, the remains were eventually transferred to the Chehalis Reservation (mostly Upper Chehalis Tribe). Most Lower Chehalis people either were assimilated, or moved to either the Quinault or Shoalwater reservations. While the <a href="https://en.wikipedia.org/wiki/Chehalis_people" target="_blank">Consolidated Chehalis Reservation</a> was intended to house both upper and lower tribes, the two tribes spoke different languages and the Lower Chehalis tended to migrate mostly to the Quinault Reservation once they realized there was no longer a place for them in their own homeland. It is not well known that Westport was home to Fort Chehalis, also known as Camp Chehalis. Probably it is not well known because it was a temporary camp that was established in early 1860. In 1861, all the soldiers were called away to fight in the Civil War and the camp was taken over by the settlers. This much is all true. The lie begins with the fort's purpose. According to the monument inscription, "... the site of Fort Chehalis ... was established in 1860 for the protection of white settlers." In truth, the fort was established in order to help push out remaining Chehalis Tribe members who had previously been decimated by disease and were destined to get relocated (against their will) from their homes to a reservation by an executive order starting in 1864.<p></p><p></p><p>The museum further elaborates on the "wive's tale" of the Indian threat with a dressed up artifact and the accompanying story. Indeed!</span></i></td></tr></tbody></table><p>To make a long story short, white settlers started moving to what became Westport around 1850, and by 1853, the Chehalis Tribe was devasted by disease, in an event known as "the big sick." That story is related <a href="https://www.historylink.org/File/10723" target="_blank"><b>here</b></a>. In 1855, the Indians were called in by Governor Isaac Stevens to sign a treaty similar to the Point Elliott Treaty. The Chehalis, whose name means "sand" lived near Westport. Unfortunately, they refused to sign when the LOCATION of their reservation was left unspecified, and being a "non treaty tribe" left them completely at the mercy of the invading white settlers. In 1860, the same year Fort Chehalis was established, they were directed to move to their current reservation, which is related <b><a href="https://www.npaihb.org/member-tribes/chehalis-tribe/#:~:text=Originally%204%2C224.63%2Dacres%20large%2C%203%2C753.63,382%20lived%20there%20in%201984." target="_blank">here</a></b> (along with the land later given away on their reservation). I hope that when the monument is rededicated, that mention is made that the Indians were actually being removed at the behest of the whites, not that the whites were being protected from the Indians. Perhaps the DAR would also consider joining with the Chehalis Tribe to add a second monument relating what really happened. It'd also be nice if the Westport Maritime Museum considered the implication of soldiers never needing to fire a single shot at "the hostile Indians." Indeed, the book <i>Exploring Washington's Past: A Road Guide to History</i> states:</p><p><i></i></p><blockquote><i>Few actual functions were performed at Fort Chehalis (at the sandy point just inside today's Westport harbor ) other than Captain Maloney's attempts to enforce laws against selling liquor to native people.</i> </blockquote><blockquote><i>In June 1861 troops were ordered East to fight in the Civil War, and the fort fell silent . Settlers bought most of the buildings and moved them to various sites around the harbor.</i></blockquote><p>The monument is being cleaned by the Robert Gray Chapter of the Daughters of the American Revolution and is scheduled to re-dedicated at Harriett Dorland Municipal Park/Westport City Park on Saturday, May 8 at 2PM.</p><p><b>UPDATE ON July 17:</b></p><p>According to <a href="https://digitalcommons.du.edu/cgi/viewcontent.cgi?article=1034&context=etd" target="_blank">this</a> site on page 17, among other items, states:</p><blockquote><p><i>Early settlers on the Harbor ranched, farmed, fished, and began lumber businesses. Even though the Chehalis were friendly, the settlers still feared them. Edwin van Sykle recounts that a Grays Harbor settler, Martha Medcalf, remained with her children on the back hill of her property due to fear of an attack. This fear and incidents east of the Cascades prompted the creation of Fort Chehalis by Company A of the 4th Infantry at Chehalis Point (the site of Westport) from February 9, 1860 to June 19, 1861. Fort Chehalis is also known as Port Chehalis. Federal troops were removed from Fort Chehalis after the start of the Civil War. On August 3, 1861 Fort Chehalis buildings were sold. In no particular order:</p><p>Aberdeen's historic Electric Building at 100 East Heron Street. While not on the National Historic Register, the Electric Building was first lit up on February 1, 1913. Electricity in rural places was rare in 1913 and the Electric Building was a sight to behold. On the street, the The Grays Harbor Electric Railway and Light Company streetcar would pass by. Sadly, with the decline in the timber industry and the onset of the Great Depression, the Electric Building also fell into decline as did all of Aberdeen. KBKW had an extensive story about that episode, <b><a href="https://kbkw.com/aberdeen-vfw-returns-to-post-on-east-heron-street-after-2-years-of-costly-roof-repairs/" target="_blank">here</a></b>.</li><li>After much soul searching, the post decided in 2018 that it needed to sell its downtown building due to continuing decline. The space was soon the home of a microbrewery; Mount Olympus Brewing, which started up in 2018 and seems to be doing well. Indeed, I have never heard or seen anybody trick or treating here. However, checking the municipal code reveals nothing that prohibits trick or treating here. As a result, trick or treating has not caught on with even the homeowners that ARE home on Halloween, nor with kids since there's just not much candy to be had.<p></p><p>Instead, Ocean Shores holds an annual Halloween Party. It's usually hosted by the fire department and held at the convention center. <b><a href="https://coastal-currents.com/event/49th-annual-ocean-shores-halloween-party/" target="_blank">The 2019 event was the 49th annual one</a></b>. However, I fear there will not be the usual shindig in 2020, due to the Coronavirus. For the first time in memory, Halloween will be cancelled in Ocean Shores. It's happened in other places before. In 1918, Latrobe, Pennsylvania actually made observing Halloween illegal. Back in the day, a movie was made about the end of humankind. It was called "On the Beach" and starred Gregory Peck, Ava Gardner, Anthony Perkins and Fred Astaire. It concerns the last days of humankind, in Australia, after a nuclear war. Everyone is waiting for the radioactivity to build up in the Southern Hemisphere after everyone in the Northern has died. Lately, around here has seemed like the ending of that movie, where everyone stays at home to die. The streets of Sydney are completely empty. My loyal reader might notice empty streets around most places nowadays. Instead of a nuclear war, the streets have been emptied by "stay at home" directives associated with minimizing the speed with which Coronavirus spreads. Windows of places such as the restaurant in the photo below tell how places are struggling to stay in business.<br />

Admit it, how long has it been since you saw a real, genuine coin phone? Myself, it has been long enough that I felt compelled to take photos when I saw, not one, but two locations with same last summer while on a driving tour of the Olympic Penninsula.<br />

The first booth (actually two) were adjacent to the Kalaloch Lodge, which is near Oil City (on the way to Forks). There they were, just sitting next to the parking lot. A closer look revealed that the phones were not in their prime.<br />

The next was in the Lake Crescent Lodge. This one appeared to be fully functional, and even had some notes inside with phone numbers on them, though I didn't try to make a call. There did not seem to be a line waiting to use the phone, even though cell signals around Lake Crescent are spotty at best.<br />

This Spring, as usual, there were deer to the left of us, deer to the right of us. Deer all around us. Still, even amongst the plant predators, there are moments of sweetness. This little guy (or gal) stayed put in our front yard for a couple of hours while momma foraged amongst peoples' roses and fruit trees and vegetable gardens. The fauns really DO stay put while momma is away. I do, however, think mom could have picked a more secluded spot than in the middle of an exposed lawn.<br />

While cases like Enron suggest this process has been far from flawless, our utility rates in Texas, where competitive energy prices exist, are FAR lower than in Washington where competition is illegal and mostly things are run under the thumb of "Public" Utility Districts. One such is in Gray's Harbor, called "Gray's Harbor PUD."<br />

You will note that the rates range between 7.1 and 11.1 cents per kilowatt hour.<br />

ON THE OTHER HAND, if I look at my latest Gray's Harbor PUD bill, it CLAIMS to charge me 8.9 cents per KWH (which is, in itself, higher than the equivalent Texas rate). This claim is completely and misleadingly false, if one considers the exorbitant fixed charges. Our most recent bill was $52.77 for 87 KWH. That comes out to an effective rate of 60.7 cents per KWH. For comparison, the sticker on my newly purchased water heater suggests that a national average rate of 12 cents was about right. Either way, we're getting hosed here in Gray's Harbor, thanks to a government MONOPOLY.<br />
<br />
$50 of this bill is fixed, regardless of what one actually uses. Consumer Reports warned us about such shenanigans, <a href="https://www.consumerreports.org/consumer-protection/fees-that-raise-your-electric-bill-even-when-you-use-less-energy/"><b><span style="font-family: "arial" , "helvetica" , sans-serif;">here</span></b></a>. I called Gray's Harbor PUD and actually managed to talk to one of the directors who shrugged things off, citing "cost of service." In fairness, Gray's Harbor PUD charges are a lot more than the "outrageous" level in the Consumer Reports article. Since we had that conversation, the PUD has RAISED both the fixed and variable bill costs. Including periods when we lived FULL time in an <u>incorporated </u>service location, our LOWEST rates came to right around 20 cents per KWH. That bill is a full 3 times the rate in the deregulated Texas market where there's little hydroelectric power available.<br />
<br />
Well, the cost of service argument might be considered, except that the <a href="https://www.ghpud.org/about-us/management-and-commissioners/11-commissioner-russ-skolrood">directors</a> of this public monopoly <a href="https://www.ghpud.org/stay-informed/news-releases/317-kathryn-skolrood-named-pud-chief-financial-officer">hire their relatives</a> and engage in all sorts of non-power activity such as providing internet (but NOT to private parties).<br />
<br />
In reality, this appears to be a case where a <u>PUBLIC monopoly is as wasteful as any PRIVATE monopoly </u>would be. I can't see why I ought to be "turning cartwheels" (the PUD director's term) so I can pay TEN TIMES the KWH rate I'd be paying under a free market system where I <u>actually had a choice</u> about how to get my power. What's more, I can't see why I should be thrilled that I have NO CHOICE in this matter. Per the PUD website, <a href="https://www.ghpud.org/?option=com_fileman&view=file&routed=1&name=WEB%20VERSION_Rate%20Schedule_Master%20Copy_Effective%2005012019.pdf&folder=&container=fileman-files">here</a>:<br />

I could go on and on, but you get the idea. One wonders if the Gray's Harbor PUD website might explain why their rates are so much higher than the rest of the US. Naw, thought not.<br />

Monopolies are not something to be desired - even when they are supposedly publicly owned. Power corrupts, and absolute power corrupts absolutely. That is true even when we are talking about power...<br />

Ocean Shores sometimes reminds me of Babar the Movie. For those of you unfamiliar with it, whenever anybody wanted to do something, the Ministers would want to simply study things and talk about it until the idea went away.<br />
<br />
Examples abound. In Ocean Shores, just to cite a few very recent notions considered by the City frecently, off hand, in no particular order, include:<br />
<br />
<ul style="text-align: left;">
<li>Improvements for nonmotorized road users along Point Brown Avenue north of the roundabout</li>
<li>Nightly rental system for regular residents and not just well-heeled developers like Oyhut Bay</li>
<li>Golfcarts on city streets - policy that makes sense</li>
<li>Airport as more than just a blob unconnected to the town in any real way</li>
<li>Sound financing so basic services like keeping streets repaired don't require new taxes</li>
<li>Weatherwax as either recreation or revenue producer - or BOTH</li>
<li>Beach trail, dog park, and other simple recreation facilities</li>
<li>Beach safety</li>
<li>Ferry to Westport</li>
<li>Farmer's Market</li>
<li>Convention Center Plan</li>
<li>Marijuana businesses - there's one, and the owner is determined to prevent any competition</li>
<li>Heliport</li>
<li>Any sensible rules for keeping poultry in the city</li>
</ul>

I'm sure there are many more, and I'll add to this list from time to time as I recall these things. Watch the video above and you'll get the idea how government works in Ocean Shores.<br />

Well, as it turns out, Washington State went further to prepare us all for the unthinkable.<div>

Going through old documents, I ran across a ration card that was issued by the State of Washington. No, this wasn't for WW2. It was IN CASE of WW3! Governor Rosellini had these made up in 1961 and distributed. You can see ours at the top of this post. This was the same year they were making plans to move the survivors to Ocean Shores. You can read more about this program here. </div>

I found a site, <a href="https://civildefensearchives.org/"><b>here</b></a>, that talks about the various civil defense efforts that took place back in the day. The <a href="https://civildefensearchives.org/2015/12/16/205/"><b>Washington State "provisional temporary ration program</b>"</a> was just one of these. New York put out pamphlets in the early 60's to tell us <a href="https://civildefensearchives.org/2016/05/25/what-you-can-do-in-a-nuclear-attack/"><b>what to do in case of a nuclear attack</b></a>. Rutland, Vermont was slower than most - they were still publishing <a href="https://civildefensearchives.org/2016/01/27/rutland-county-vermont-community-shelter-plan/"><b>fallout shelter plans</b></a> in 1970. As far as I know, our Canadian neighbors weren't quite as dramatic about being ready for "the big one." The closest I found was an <b><a href="https://civildefensearchives.org/2016/01/30/canadian-county-oklahoma-crisis-relocation-plan/">evacuation plan</a></b> - for Canadian County, Oklahoma.</div>

Ocean Shores may be a tourist town, but it has its little town foibles as well. One of these are the "off season" shows, events and festivals that occur. For example, the <a href="https://www.facebook.com/OceanShoresFoodBank/">Ocean Shores Food Bank</a> hosted an "Illusion of Elvis" that was performed by "tribute artist" <a href="https://dannyvernon.com/home">Danny Vernon</a>. The show was actually quite good and the Food Bank raised a fair bit of money.<br />

One might wonder just how seriously an event should be taken that is held on April 1st. No kidding!<br />

A week ago, my daughters and I went up from Ocean Shores to visit Kalaloch and "The Tree of Life." Along the way, we took a short detour to see the World's largest SpruceTree, which is on Lake Quinault.<br />

As we left Kalaloch, we saw some migrating Gray Whales. Mostly, you could just see when they spouted air, but you could also see an occasional fin. They were pretty close to shore, so it was a real treat.<br />

Back in the day, there was a passenger ferry that went back and forth between Ocean Shores and Westport. It turns out that the boat was called the El Matador, shown above. Nowadays, the Ocean Shores Marina is too silted up for the boat to run safely and regularly, so the captain instead uses the boat for fishing charters. We used it for that purpose last year, not realizing it was the old ferryboat.<br />
<br />
Looking below, you can see the appeal of the short ferry ride compared to the LOOOOONG route by personal motor vehicle, or the even LONGER trip by public transit. Who would not prefer to board the ferry and then stroll around the small town of Westport?<br />

One cute feature of this year's show was an abnormally calm and tame bird that hopped around and IN the cars. I hope the little guy doesn't get hurt. He DID poop on my coat which was next to the judge gazebo, but he WAS still around at the end of the day, hopping around and occasionally flying short distances.</div>

The car show is adjacent to "America's Car Museum" which was founded by the LeMay family. Our garbage in Ocean Shores is picked up by LeMay. I guess this is another variant of turning garbage into gold. Either way, it is a wonderful museum with constantly changing displays. This August, BMW is featured.</div>

One might wonder just how sane entering a concours really is. Does it really make sense to PAY to have people tell you just how bad your car is? Mostly, the entrants and the judges work together and I always try to tell entrants things they can do easily to improve their cars or how stuff that they're worried about is unlikely to actually get noticed by most judges.</div>

A while back, the people of Ocean Shores voted to preserve what is generally called "The Weatherwax Property." Starting this summer, the city elected to start putting up "stay out" signs, and referring to it as the "Weatherwax Mitigation Bank."<br />
<br />
Somehow, this is not what I think the voters had in mind, given that the vote was taken shortly after the city council was found to be planning to convert the Weatherwax into an extension of the city golf course.<br />

It is not well known, but Ocean Shores claims to have the largest Flag Day Parade on the West Coast. I suspect lots of places do not have Flag Day parades. However, most of the town turns out. We have bands, parade princesses, and even floats!<br />

In “<a href="http://oceanshorestouristkiller.com/">The Ocean ShoresTourist Killer</a>,” the villain wanted to scare the tourists away so he could have a quiet holiday. Still, some events really are not for the tourists, nor do they come for them. One such is the Ocean Shores Yacht Club 4<sup>th</sup> of July Parade. In it, local residents decorate their pontoon boats and parade up and down Duck Lake. We watched – and waved.</span><br />

In 1961, Kennedy was our new President and people were all very nervous about the potential for nuclear war. In that environment came the following news item:<br />

Nowadays, instead, we are all afraid of Tsunamis and pay attention to the evacuation routes. Nothing has appeared in the local newspaper recently about atomic weapons and where it'd be safest to be should Armageddon come...<br />
